In response to a cross-functional team review of the BSA Tour and Activity Plan for Boy Scouts and the Outing Permit for Explorers, National terminated the plans as of April 1, 2017. National hopes the change will reduce complexity and focus Scouters’ minds on risk planning and reduction, rather than process. BSA provides a number of risk assessment tools for your consideration. Units must still get all the parental permissions, annual health and medical records, and so on. Scouting’s general liability insurance coverage remains unaffected.
